SINGAPORE: Three mass casualty incidents that played out in just nine days - the recent spate of what seems to be “revenge on society” attacks in China are raising concerns about underlying societal issues and cannot be dismissed as isolated acts of troubled individuals, analysts told CNA. A brutal car attack in the southern city of Zhuhai on Nov 11 killed 35 people exercising at a sports stadium . Days later, a stabbing incident at a vocational college in eastern China’s Yixing city killed eight and badly injured 17 and on Tuesday (Nov 19), an SUV ploughed into students and pedestrians outside a primary school in Hunan’s Changde, where scores of children were seen fleeing in fear . While the attacker’s motives and the exact injury toll of the latest incident are still unknown, the attacks in Zhuhai and Yixing were “triggered by the dissatisfaction with the division of property following a divorce” and the “failure to obtain a diploma due to poor exam results” respectively, based on police statements. According to official statistics, violent crime in China is lower than global averages. The country’s murder rate in 2023 was 0.46 cases per 100,000 people as compared to 5.7 in the US. But the recent attacks are still raising alarm among many. In addition to the incidents in November, others have been reported in recent months, including a mass stabbing at a supermarket in Shanghai in September and a stabbing at a top school in Beijing the following month in October. ‘THE WORLD IS CRAZY’ Before posts and comments were swiftly taken down , Chinese social media users expressed anger and shock about the recent killings, asking if it was a sign of underlying issues facing society today. “They (the perpetrators) are seeking revenge on society,” remarked a user on the Sina Weibo microblogging site in a comment on a state media post about the Zhuhai car attack, which was later removed. “Why are such incidents happening every day,” asked a user on Douyin, the Chinese version of TikTok especially popular among young users. Another said bluntly: “The world is crazy.” Dr Zhao Litao, a senior research fellow at the National University of Singapore (NUS), told CNA that while it was challenging to establish a link between the rampage incidents “due to limited publicly available information”, there was a common thread – “their nature of acts as ‘social revenge’ (in which) perpetrators act on personal grievances by attacking strangers”. “Victims were often random and unrelated to the perpetrators, which highlighted the unpredictability and indiscriminate targeting involved,” he said, adding that the incidents “amplified public concern about whether the pattern reflected deeper underlying issues”. A police report shows that the 62-year-old perpetrator in Zhuhai took “social revenge” after anger over his divorce settlement. He later attempted suicide and is now in a coma. The 21-year-old suspect in the Yixing stabbing rampage vented his frustration and “attacked others after failing an exam and not receiving his graduation certificate”, according to a statement issued by the Yixing Public Security Bureau. He had also been deeply unhappy over his low internship pay, the statement added. “The complex web of personal traumas and grievances... led them to this fatalistic moment,” said Mr Barclay Bram, a Fellow on Chinese Society at the Asia Society Policy Institute’s Center for China Analysis, who has also researched mental health and psychological counselling in China. He told CNA that the “inability to find other means of resolving issues, access to weapons, and the social contagion effect of other acts of mass violence” could also be contributing factors. Dr Zhao said the attacks highlighted structural issues such as socioeconomic disparities, weakened social norms as well as gaps in psychological support. “Individual mental health challenges are often shaped by broader societal stressors. For instance, work pressures, unemployment, strained relationships, or economic disputes can escalate stress levels,” he added. “It’s critical to ask how and why individuals transition from normalcy to extremity – and what environmental or systemic conditions might be facilitating this shift.” A “sustainable approach” would require tackling the root causes of social discontent, Dr Zhao said. “Policies promoting equitable economic development, robust social safety nets, accessible mental health services and fair dispute resolution mechanisms can reduce the pressures that drive individuals to extreme actions,” he added. THE IMPORTANCE OF MENTAL HEALTH AWARENESS China’s economy is facing a number of challenges – a property crisis, steep public debt as well as rising youth unemployment rates, all of which have taken a toll on both economic and mental health. Mental health remains a growing issue in the country – with reports of people feeling stressed, burnt out , anxious and depressed . Experts have also cited issues like rising costs of living, high unemployment rates and the lack of state support amid a turbulent economy still in post-pandemic recovery. “Chinese society is under significant stress due to a slowing economy, uncertain future and an unstable global climate,” said Mr Bram, who also stressed that it was “hard to generalise across a population as large as that of China”. The long tail of the COVID-19 pandemic and public mistrust caused by the government’s harsh lockdowns “contributed to a sense of hopelessness amongst many in society”, he added. The Blue Book of National Depression, published by the Chinese Academy of Science in 2022, found that for every one million people in China, only 20 had proper access to mental health services – as compared to 1,000 Americans (per million) who enjoyed those benefits and support in the US. Experts like Dr Zhao suggested more proactive approaches to promote mental health awareness and encourage empathy. “The role of social support systems is crucial,” he said. “When individuals lack effective avenues to cope with stress or resolve disputes, their frustrations may accumulate to a breaking point.” But there was also still strong social stigma around treatment and seeking help. “Stigma often prevents individuals from seeking help, leading many to suffer in silence or keep their struggles within the family,” said Dr Jared Ng, a psychiatrist and also the Medical Director of Connections MindHealth, a clinic in Singapore which provides mental health services to a diverse clientele, including Chinese students studying abroad. Limited access to care is another challenge, Dr Ng added. “Psychological support services are concentrated in urban centres like major cities but rural areas have far fewer resources,” he said, adding that early detection and intervention was also crucial in preventing violent episodes. “Socio-economic stressors can push individuals to their breaking point and when combined with substances like drugs or alcohol, these pressures can escalate into extreme actions including harm to themselves or others.” Psychological support alone cannot solve the deep rooted issues, other experts said. “Would increased psychological support be a good thing in this case? Of course,” said Mr Bram. “(But) would it have prevented these instances of social violence altogether? Possibly not, as the dynamics involved are both specific and complex.” ADDRESSING SOCIAL DISCONTENT The violent episodes have also raised questions about the ability of the Chinese government to deal with grievances in society. Following the car attack in Zhuhai, authorities pledged to solve the root of the problem, by better handling issues such as family and property-related disputes. Though not all are buying it. “This is what happens when a government prioritises money and economic growth over the welfare of people,” read a highly rated comment on Weibo before it was deleted. “For those in power, achieving wealth and status is more important than people’s lives,” said another user. Conundrums have existed and persisted over the past decade, said Associate Professor Alfred Wu from the Lee Kuan Yew School of Public Policy (LKYSPP). “Beijing has traditionally relied on a top-down approach to governance to manage security,” Assoc Prof Wu said. “But in reality, the central government can’t actually handle so many things.” “A more effective way would be a rethink on fostering a healthy society and managing that well – including by allowing more grassroots-level initiatives,” he said. In the aftermath of recent incidents, the more immediate response from authorities was to censor information and discourse on the internet. Graphic images showing the extent of the crime scene in Zhuhai – blood and bodies lying in the street, were scrubbed off sites like Weibo and comments critical of efforts by the authorities removed. This level of censorship can be expected, experts previously told CNA, especially in the aftermath of a serious tragedy to “try and control the narrative”. A post sharing details of the most recent incident in Changde on an official procuratorate’s Douyin channel initially garnered over 4,000 comments. However, the number of comments dropped to less than 80 by the next day. Checks by CNA also found that comment sections had been disabled on Weibo a day after the incident. “Such responses (by the Chinese authorities) are largely reactive,” said Dr Zhao, adding that censorship efforts focused more on “containment after incidents occur rather than addressing root causes.” Assoc Prof Wu said that the Chinese government’s current approach has “not been to solve the problem but rather the people who voice out” – and was aimed more at “blocking” and controlling rather than “easing” the situation at hand. But some netizens also caution against oversharing and reporting news about violent incidents, out of concern that they might inspire copycat attacks. “(With a population) of 1.4 billion, there are definitely extremists,” said a user on Xiaohongshu who went by the name Yang Lm, who referenced both car attacks in Changde and Zhuhai. “This is why we shouldn’t report such incidents, there are too many copycat criminals.” There are some merits to restricting and filtering content on social media, said Dr Ng, who also agreed that it could inadvertently lead to “copycat behaviour”. “It is crucial that the content being shared does not glorify the incident,” he said. “Social media platforms have a responsibility to balance raising awareness with protecting the mental well-being of their users,” he added. While efforts by authorities like “risk mapping and enhanced surveillance” may mitigate immediate threats, they are “far from sufficient” as long-term solutions, said Dr Zhao. “The unpredictable nature of attacks makes it nearly impossible to identify all potential perpetrators in advance. Moreover, these measures risk alienating communities if perceived as overly intrusive,” he said. “Policies promoting equitable economic development, robust social safety nets and accessible mental health services can reduce the pressures that drive individuals to extreme actions.” “Building a society where people feel secure, supported and hopeful is key to preventing such tragedies.”play blackjack online

Even though San Francisco voters handed Democratic Mayor London Breed a huge defeat in November, she insists she's going out a champion. “No matter what the results said, I’m still a winner,” Breed said in an interview with the Los Angeles Times this week. “The fact that I have come out of the most problematic circumstances of San Francisco to be mayor, and I’m here, and I have been able to serve, it is an absolute privilege.” It's a peculiar take from the mayor who spent the past six years pitching progressive ideas, only to do a 180-degree turn in the final months of the election and embrace a tough-on-crime and homelessness stance. For voters, it was too little, too late. Billionaire heir Daniel Lurie defeated Breed and a crowded field of rivals last month to win the San Francisco mayoral race, earning his first term leading California’s fourth-largest city. Lurie was able to tap into voter disillusionment over brazen retail theft, crime, open-air drug dens, and homeless encampments that made residents fearful and businesses flee. San Francisco also became a verbal punching bag for conservative pundits and President-elect Donald Trump. The election was a sobering moment for Breed, a local who was raised in poverty by her grandmother in one of the city's toughest neighborhoods. Breed made history in June 2018 when she won a special election as the city's first black female mayor after the death of Mayor Ed Lee. Her time in office was undoubtedly difficult and marred by scandal. "I had to deal with crisis after crisis after crisis," she said. Breed was tasked with getting the city through the COVID-19 pandemic, dealing with a surge of drug overdose deaths, rampant homelessness, untreated mental illness, the racial justice protests of 2020, a rise in retail theft, and the collapse of the downtown area's economy. Susie Tompkins Buell, a prominent Democratic donor and Breed supporter, told the newspaper that the mayor deserved more credit for getting the city through tough times. “I think she handled some serious problems very well, and I think there were new problems, problems we had never experienced before,” Tompkins Buell said. Breed was one of the first large-city mayors in the country to declare a state of emergency during the pandemic, something that was credited with saving countless lives. “Nobody knew what to do, and everyone was scared and trying to do the right thing, and be bold and careful at the same time,” Tompkins Buell said. “I know she gave it her all.” Despite some early wins for Breed, San Franciscans ultimately went in another direction on election night. Breed believes part of that was due to Lurie's deep campaign coffers. “It just was definitely very challenging to run the city, which is the priority, and then try to run a campaign against the kind of financial resources that were coming at me from a lot of different places,” she said. Lurie comes from one of the wealthiest and most influential families in the city. His mother was married to Peter Haas, an heir to the founder of the Levi's brand. Haas has since died, and Lurie and his mother are among his primary heirs. Lurie spent nearly $9 million on his own campaign. His mother threw in another $1 million to an independent expenditure committee backing her son's bid. Lurie also got big cash infusions from wealthy friends and friendly tech titans. Breed's belief she lost the race simply because she was outspent doesn't necessarily jibe with other people's account of it. Board of Supervisors President Aaron Peskin, who ran against her for mayor, said Breed's pivot to conservative policies cost her support from the progressive voters who championed her in the past. “She had alienated herself from liberal San Francisco along the way,” Peskin said. “And they abandoned her.” He also said Breed made enemies along the way. “It was kind of her way or the highway," he added. "And politics is the business of negotiating a compromise, which she did splendidly during COVID. But that was not everybody’s experience before COVID or after COVID, and that came back and bit her.” James Taylor, a professor of political science at the University of San Francisco, said Breed's tenure was marked with problems of her own making, including multiple scandals with city contracts. The San Francisco Standard reported that the head of the city's Human Rights Commission funneled more than $1 million in contracts to a nonprofit organization led by a man Breed was living with and that Breed had never disclosed the relationship. That investigation led to questions about mismanaged city funds in the Dream Keeper Initiative, one of Breed's signature programs. The Dream Keeper Initiative was supposed to inject up to $60 million a year into nonprofit groups and other organizations aimed at helping the city’s black community. The program was supposed to be a shining example of how the city was giving back to residents. Instead, it became a powerful example of wasteful spending, greed, and corruption. ATLANTA (AP) — Already reeling from their November defeats, Democrats now are grappling with President Joe Biden’s pardoning of his son for federal crimes, with some calling the move misguided and unwise after the party spent years slamming Donald Trump as a threat to democracy who disregarded the law. The president pardoned Hunter Biden late Sunday evening, reversing his previous pledges with a grant of clemency that covers more than a decade of any federal crimes his son might have committed. The 82-year-old president said in a statement that his son’s prosecution on charges of tax evasion and falsifying a federal weapons purchase form were politically motivated. “He believes in the justice system, but he also believes that politics infected the process and led to a miscarriage of justice,” said White House press secretary Karine Jean-Pierre, who along with Biden and other White House officials insisted for months that Hunter Biden would not get a pardon . Wall Street consensus is that the upside in stocks should continue at least until the new year. As a contrarian investor, I often disagree with the consensus view but not this time. Last week I explained how global money flows usually support the markets and create the Santa Claus rally. This period of good cheer and higher prices should extend into mid-January. This week, the most recent data on inflation confirmed my fears that we have not seen a bottom in inflation. Back in September, I predicted that inflation would begin to rise again, and it has. The Consumer Price Index (CPI) gained 0.3 percent for November and 2.7 percent compared to last year. The Producer Price Index (PPI) rose 0.4 percent, up from gains in both October and September. Wall Street economists pointed out that if you exclude food and energy, the PPI was almost in line with expectations, but it was still an increase. Sometimes I think the Fed, financial analysts, and economists live in another world. Why they exclude two of the most vital elements for Americans — food and energy — in calculating the inflation rate is beyond me. One PPI category finished consumer food, which is processed food ready to be sold to consumers, was up 31 percent! Of course, they will say those categories fluctuate too much to be proper indicators. Tell that to those who need to fill up at the pump to get to work. Tell that to Joe Biden and Kamala Harris who lost the election because the progress on inflation they touted was nowhere to be seen in the grocery aisles. If tariffs under the new administration raises food prices further, there will be hell to pay. In the meantime, I expect we will see even higher inflation in the data for December and into January. You would think that with this backup in the inflation numbers, the Federal Reserve Bank might at least pause cutting interest rates at their meeting Wednesday. However, that doesn't seem likely. The bond market is betting (with a 95 percent probability) that the Fed will cut interest rates again by one-quarter of a point. It was why stocks continued to climb this week despite the inflation numbers. The NASDAQ composite had its first-ever close above 20,000. The S&P 500 Index is only a few points away from 6,100, which would be another all-time high for that index. It seems clear to me that investors are counting on both the Fed and Donald Trump to support the stock markets in the coming months. At this point, most traders believe the Fed, while cutting rates in December, will then stay on hold until at least March. Traders are also counting on the "Trump Put" to support stocks. Since Donald Trump is known to use the stock market as the leading indicator of his progress, he will do whatever it takes to keep the market supported and on an upward trajectory. That remains to be seen. It indicates to me how giddy the markets have become since the election. One variable I follow is the NFIB Small Business Survey. Small businesses represent 99.9 percent of all U.S. businesses. These small firms employ over 46 percent of all private sector workers and contribute 43 percent to Gross Domestic Product. The index gives me a good read on the economy overall. Last month, the NFIB index jumped 8 points to 101.7. That is the highest level it has reached in almost five years. Prior to last month, the index had remained below its 50-year average of 98 for 34 months. At the same time, the uncertainty index which hit an -all-time high of 110 in October, fell by 12 points after the election. It gets better. The net percentage of businesses expecting higher sales volumes rose by 18 points, its highest level since February 2020. Critics might argue that it is just one data point and not a trend. That is true, but the same thing happened after Trump was elected for his first term. Small business sentiment spiked higher after the 2016 election and continued to increase for two more years. One troubling indication of the market's health is breadth, which is the number of stocks going up versus those going down. In December thus far breadth has been falling and getting worse. In November the rally in stocks had broadened out as financials, consumer discretionary, and industrials as well as small caps joined the bull market. That was a good sign. Since then, seven sectors have fallen, and the equal-weighted S&P 500 has fallen sharply this month. As readers know, the performance of the benchmark S&P 500 Index is largely dependent on the heavy weighting of a handful of large-cap mega stocks (FANG & AI). Jamie Raskin of Maryland announced Monday that he will run to become the top Democrat on the powerful House Judiciary Committee next year, directly challenging fellow Democratic Rep. Jerry Nadler as the party prepares to fight a second Trump administration and an emboldened Republican majority. “House Democrats must stand in the breach to defend the principles and institutions of constitutional democracy,” Raskin wrote in a letter to colleagues. “That is our historic assignment now. We dare not fail.” Raskin said in the letter — obtained by The Associated Press — that he decided to run for the post after spending the week consulting with House Democrats and “engaging in serious introspection” about where the party is following their stunning electoral defeat last month that handed Republicans control of Congress and the White House. While currently the top Democrat on the House Oversight Committee, Raskin said that come next year, the Judiciary Committee under his leadership would become “the headquarters of Congressional opposition to authoritarianism” as well as other efforts by President Donald Trump and his allies to thwart the Constitution. Being the face of the resistance against Trump is not new territory for Raskin who spent the last two years on Oversight as the most vocal defender of President Joe Biden and his family as they faced a sprawling Republican investigation — encouraged by Trump — into their various business affairs. Raskin, who is a former constitutional law professor, also helped draft articles of impeachment against the incoming president for his encouragement of the violent mob on Jan. 6, 2021, and led the impeachment prosecution in the Senate. But by throwing his hat in the ring, Raskin is inviting what a bitter intra-party fight with Nadler, who is currently serving his 17th term in Congress and who has held the top spot on Judiciary since 2019. Democrats have over the years rarely broken from the seniority system for committee assignments, no matter how long someone has held a position, making the outcome of the race uncertain.
