"Past policy and legislation leading to the forced removal of Aboriginal children from their families and Country has resulted in profound, intergenerational trauma. "Ongoing, systemic disadvantage is reflected in the continuous over-representation of Aboriginal children in contact with child protection and out-of-home care system." It was imperative that DCJ look for ways to understand and address the disproportionate number of Aboriginal children in the system and engage in culturally reflective and responsive practice, the report says. Alice Weidel, of the anti-immigration Alternative for Germany, reacted with disdain to Sunday's mass rallies by jubilant Syrians celebrating Assad's downfall. "Anyone in Germany who celebrates 'free Syria' evidently no longer has any reason to flee," she wrote on X. "They should return to Syria immediately." World leaders and Syrians abroad watched in disbelief at the weekend as Islamist-led rebels swept into Damascus, ending Assad's brutal rule while also sparking new uncertainty. A German foreign ministry spokesman pointed out that "the fact that the Assad regime has been ended is unfortunately no guarantee of peaceful developments" in the future. Tack on two lost fumbles and it’s easy to understand why the Bears once again started slowly and staggered through another miserable first half. The Bears haven’t led in the first half in their past four losses. Still, perhaps the day’s most baffling penalty came in the second quarter when rookie defensive end Austin Booker was baited by the Lions to jump into the neutral zone as Detroit bluffed going for it on fourth-and-1 from the Bears 25 with the clock ticking down to the 2-minute warning. The start to the 2024 season was equally encouraging with the Bears allowing an average of 16.8 points per game and creating 13 turnovers during a 4-2 start. But the falloff on that side of the ball has been undeniable over the past two months, particularly over the past five losses in the team’s ongoing nine-game skid. Over the past five games, the Bears are allowing an average of 423 yards and 31 points per game and have failed to create multiple takeaways in all of those contests. For the season, the Bears are tied for 19th in the league with 34 sacks. But fewer than half of those (16) have come during the current nine-game losing streak. So what would constitute an encouraging finish to this season? “I want us to not have self-inflicted (errors),” defensive coordinator Eric Washington said Tuesday. “I want us to limit the points (allowed) and to give ourselves a chance to win the football game in the fourth quarter or to provide the kind of explosive plays that will make the game lopsided in our favor. ... Teams are going to make plays. This is the National Football League. But we can’t yield 25 or 30 points per game and expect to win.” With Braxton Jones now on injured reserve with a season-ending leg injury and Teven Jenkins still battling a calf issue, the left side of the offensive line remains in flux this week. The decision runs counter to the court’s previous ruling that the smell of burnt cannabis by itself is not sufficient reason for a vehicle search. The two rulings create a situation in which, though it is illegal to smoke pot in a vehicle, drivers are protected from a search based only on the smell of burnt cannabis, but are not protected from a search based on the smell of raw marijuana. The ruling came in the case of Vincent Molina, of Moline, who was a passenger in a vehicle that was stopped by a state trooper for speeding on I-88 in Whiteside County, near the Iowa border, in December 2020. After the trooper said he smelled raw cannabis coming from the open window of the car, he searched it and found several marijuana joints in the center console, and cannabis in a sealed box in the glove compartment. Molina was charged with misdemeanor possession because he wasn’t transporting the cannabis in the proper container. The trial court ruled the search was not justified because possession of small amounts of marijuana has been legal in Illinois since the beginning of 2020. The appeals court reversed the ruling. The case was combined at a high court hearing with the case of Ryan Redmond, in which the court ruled that the smell of burnt cannabis by itself was not grounds for a search . While it’s illegal to smoke pot in a private vehicle, the court suggested that the smell of burnt cannabis could come from smoking before getting into the car. “In short, while cannabis is legal to possess generally, it is illegal to possess in a vehicle on an Illinois highway unless in an odor-proof container,” the court wrote in the Molina case. “The odor of raw cannabis strongly suggests that the cannabis is not being possessed within the parameters of Illinois law. And, unlike the odor of burnt cannabis, the odor of raw cannabis coming from a vehicle reliably points to when, where, and how the cannabis is possessed — namely, currently, in the vehicle, and not in an odor-proof container.” Justice Mary K. O’Brien, joined by Chief Justice Mary Jane Theis, wrote a strong objection to the 4-2 ruling. Justice Lisa Holder White did not take part in the vote. “I dissent from the majority opinion simply to point out the absurdity of this inconsistency,” O’Brien wrote. “It makes no sense to treat raw cannabis as more probative when the odor of burnt cannabis may suggest recent use, whereas the odor of raw cannabis does not suggest consumption. If the crime suggested by the odor of burnt cannabis is not sufficient for probable cause, then certainly the crime suggested by the odor of raw cannabis cannot be either.” Defense attorney James Mertes said he would appeal the decision to the U.S. Supreme Court. “This means that the privacy rights of motorists in Illinois have been turned over to the police officer’s sense of smell,” Mertes said. “While we certainly respect the decision of the court, we share the view of the dissenters that this creates a constitutional absurdity.” State lawmakers previously removed the requirement for storing pot in an odor-proof container in a vehicle from the law legalizing weed , but they did not remove that requirement from the vehicle code. The state Supreme Court suggested that those laws should be made consistent. “I have always understood that the issues at stake are much more important than just my case,” Molina said in a statement through his lawyer. “I am discouraged by the Illinois Supreme Court’s decision, but I am encouraged to now ask that this matter be decided by the United States Supreme Court.”

The Ravens looked better defensively last week, but now Roquan Smith's injury is a concernLAMAR, Mo. — If you exit off of Interstate 49 onto Missouri Highway 160 into Lamar and go east into town, you'll see the right side of the road lined with motivational signs that say "Refuse to lose" and "Take pride in how far you've come, have faith in how far you can go." There are many signs for a stretch on the south side of the road and then farther down the north side of 160. Once you get to Maple Street and turn north toward the high school, the signs continue along that street. "The senior parents lead that every year. It's a tradition that has been passed on from senior parents to senior parents. It's a cool deal to add to our atmosphere," Lamar football head coach Jared Beshore said. It makes an impact for a couple of seniors on the team. "Coming down that road in the morning and reading those signs, it just gets me motivated for the day," quarterback Alex Wilkerson said. "I love it. Any time I drive down 160, I see those signs. I'm like, 'Oh, yeah, it's football season,'" lineman Eli Hull said. The signs are another way Lamar signifies that it is indeed a football town. One sign in particular reads: "Friday night forecast: 100% Tigers." What else is there to do on a Friday night? "We have to contain their athletes, limit big plays and protect the football," Beshore said. It has not been a typical season for Lamar (8-4) because folks have grown accustomed in the past 10 years or more to just one, two or maybe three losses in a season. But Beshore said it's typical for what it looked like early on in the Big 8 Conference with a tough opponent each week. He's seen some of the teams that have struggled in recent years really bring their programs back up this year. "There wasn't a week where we didn't have to dogfight for a win," Beshore said. "This year, we had to battle a lot more than we've had to in the past." There have been a multitude of injuries for Lamar. One injury during Week 8 of the regular season put a player out for the remainder of the year. Key players that were banged up throughout the year were Wilkerson, Cooper Haun and Carson Sturgell. "It's tough. I was hoping to get a full season because I haven't had a full season since freshman year," Wilkerson said. "I believe I became a better man and a better leader through the injuries. Standing on the sideline, encouraging and making sure the team is doing the right thing and are on the right page, teaching the underclassmen the way to go and the people that are probably going to fill my shoes next year." That was part of the process as he dealt with his injury, and now he's been back on the field for the playoffs and is giving his all for his final season. Throughout the battles, a staple on the offensive and defensive lines has been Hull, and he knows his role is valuable to the team. "Coaches say it all the time, and it's the truest thing ever. If you win the line of scrimmage, you win the ballgame," Hull said. "We make an emphasis on hitting people hard and making a statement early." He add that the ball carriers for Lamar are special and make it easier to block with how hard they run. Grinding through those injuries and tribulations of the football season got Lamar to another state tournament, and playing a home game at this time of the season is important. "It'll be a matchup of 'Can those guys handle coming down here and playing in Barton County?' and 'Can our guys be more motivated than them?'" Beshore said. "They've not been in this quarterfinal spot in recent years. So will they be more motivated by being in a new spot than our experience? "Experience can be a good thing. It can also be a bad thing. You know how to handle the atmosphere. But it can be a bad thing if you get complacent. Those kids from Pembroke Hill haven't gotten to play in this game, so I see them being motivated as all get out. Hopefully we can match that hunger." Being at home is important to the players as well. "I've been in this program as ball boy and water boy since third grade, and I've never seen a program that has an atmosphere at a playoff game like us," Wilkerson said. "You walk down this street and see the away stands filled and the home stands filled. There's nothing else like it." "I'm getting goosebumps right now just thinking about it," Hull said. Is it pointless rhetoric, or an intervention in what should be an independent body dedicated to covering the cost of the government’s own superannuation obligations? Shorn of its language about “elevating its status as an enduring national asset and making the fund an ongoing feature of Australia’s economy” (somehow it was neither of these until now), the announcement from Treasurer Jim Chalmers and Finance Minister Katy Gallagher promises an “investment mandate [that] will require the fund to consider Australia’s national priorities in its investment decisions, where possible, appropriate and consistent with strong returns”. Those priorities are housing, the transition to renewable energy and “delivering improved infrastructure located in Australia including economic resilience and security infrastructure”. Yes, that’s almost certainly the stench of AUKUS emanating from that last phrase. Not merely does Labor want to blow $400 billion on entirely unnecessary subs that may well never be delivered, it wants the Future Fund to help pay for it. Except the government is at pains to insist it’s not using a new statement of expectations to force the Future Fund to do anything. Merely that the Future Fund — now chaired by Labor’s Greg Combet, an echo of a more talented Labor frontbench from an earlier generation — need, while continuing to prioritise returns, to be “cognisant of these national priorities”. “Cognisant”. This is fine: Risk of economic shocks aside, Australia has no need to worry about Trump, Labor says Read More The obvious question is, if the Future Fund saw the best opportunity for returns in the residential property market, or energy infrastructure, or building a new submarine base for nuclear vessels, it would invest in these things — so why does it need a mandate to “be cognisant” of such areas? What will the Future Fund do differently now than before? Engage in a box-ticking exercise to check that it had run the ruler over every security infrastructure or housing deal before deciding to invest elsewhere? What’s the point? If the Coalition were in office and the Future Fund was being directed to be “cognisant” of investing in fossil fuels, would Labor be talking about how it was “not an especially controversial change”? The rich irony is that Chalmers is telling the Future Fund to be “cognisant” of renewable energy projects while Labor is encouraging, and helping to fund, investment in fossil fuel projects. It’s committed to half a billion dollars for geological surveying that it will hand fossil fuel companies for free . It’s investing $1.5 billion to help build a gas export facility at Middle Arm in Darwin , with the help of some Labor mates. Fossil fuel companies get to dictate how much petroleum resource rent tax they pay (a reason why the Future Fund is currently $294 billion when Norway’s sovereign wealth fund, built on North Sea gas and oil revenues, is worth US$1.7 trillion). This isn’t the first time Labor has tried to interfere — while insisting it isn’t interfering — with a key independent institution. It also used a statement of expectations to nobble the Productivity Commission (PC) this time last year — demanding the PC “take account of the government’s productivity agenda”, including “getting to net zero and becoming a renewable energy superpower”. The PC had already flagged concerns about Labor’s manufacturing subsidies and protectionism in its Future Made In Australia policy, but Chalmers’ statement seemed a warning shot for the PC not to dare criticise key parts of Labor’s policies. Chalmers also directed the PC to consult with government departments more — thus giving economically illiterate departments like Foreign Affairs and Trade a great role in shaping PC work — and to keep the secretary of Treasury in the loop about its activities. Governments don’t issue these diktats randomly or merely for window dressing. The whole purpose of statements of expectations — a mechanism developed by the Howard government to bring agencies under greater political control — is to signal to senior bureaucrats, including the heads of independent institutions, how politicians expect them to carry out their roles. After inflation and the economy so dominated the election, Americans are more inclined to think his administration will bring down prices for food and groceries rather than raise them, and his voters overwhelmingly say that. Going into the election, his backers expected that, too. In a similar vein, Trump's electio n already has some Republicans' views of the economy improving. Overall, Republicans today are more excited about what Trump will do as president now than they were in 2016 when he was first elected . Democrats say they feel more scared about what Trump might do than they did in 2016, and a large majority of Democrats think as president he will threaten their rights and freedoms. But at the same time, there seems to be a sense of exhaustion, as fewer than half of Democrats feel motivated to oppose Trump right now. Americans, and Democrats specifically, do think the Biden administration should work with the incoming Trump administration to ensure a smooth transition, and that congressional Democrats should work with Donald Trump on issues where they find common ground. After winning comes expectations. There's a net optimism about the incoming administration's effect on food and grocery prices, especially among Trump's voters. That comes as most Americans continue to say prices are currently rising . And inflation was a big factor in Trump winning in the first place. It may be no surprise then that among many potential items for the incoming administration, Americans say plans to lower prices ought to be the top priority. The percentage of Republicans who call the U.S. economy good, while still low, has gone up, as the percentage who call it very bad has dropped. That pushes voters' overall evaluation of the economy slightly higher than it's been this year — and further spotlights how much partisanship , along with optimism, always plays into these evaluations. Trump's current selections for agency heads and Cabinet picks get rated overwhelmingly as good choices from Trump's voters, and are net-positive as selections among Americans who have heard enough about them to say. (Many have not heard enough yet.) As a general rule, Americans want Trump to appoint people who'll speak their minds and who have experience in the field or agency they'll run. But in addition to those qualities, Republicans also want people who'll be loyal to Trump. A large majority of Republicans and Trump voters think Elon Musk should have at least some influence in the Trump administration. Americans overall are more split on that, largely along partisan lines. Big majorities of Americans — and a slight majority of Republicans — would like to see the Senate hold hearings on his nominations, rather than let him make those appointments without it. (Within self-identified Republicans, MAGA Republicans are relatively more inclined to say the Senate should skip the hearings.) That sentiment holds whether or not people are told or reminded that the Constitution says the Senate should give advice and consent. As a general matter, though, most of Trump's voters and most Republicans do want Trump to have more presidential power this term than he did in his last. That sentiment is higher among Republican voters now than during the campaign. On another economic front, Trump's voters overwhelmingly favor the idea of tariffs: most of them don't believe that will make prices higher. (For the third who believe tariffs will raise prices but support them anyhow, this is presumably a cost they're willing to bear.) For the public overall, opposition to tariffs goes hand in hand with the belief they'll lead to higher prices. As was the case with voters throughout the campaign, most Americans would, in principle, approve of a new mass deportation program. If the Trump administration does start a mass deportation program, most of the public would have it carried out by law enforcement or current immigration agencies — most would not have the U.S. military do it. The 2024 results have shifted Republicans' views of U.S. democracy and also returned some confidence to their view of U.S. elections. Few Republicans suspect fraud in 2024. They overwhelmingly did about 2020. Following Trump's victory, there's been an increase in the number of Republicans who say democracy and rule of law is secure, though most Americans continue to say it is not. Looking ahead, there's another shift along partisan lines. Throughout the campaign, Republicans said America's best days were in its past, while Democrats felt they were in the future. These views are reversed now. After Trump's win, most Republicans feel America's best days are in its future. Govt may table Peca amendments next week to tighten control over digital content If finalized, they could be presented in parliament next week for approval THE federal government could table proposed amendments to the controversial Prevention of Electronic Crimes Act (Peca) in parliament as early as next week, officials revealed. Senior officials, who spoke on condition of anonymity due to the sensitivity of the matter, told The News that the amendments are currently being discussed with the government’s political allies. If finalized, they could be presented in parliament next week for approval. The proposed changes to Peca aim to establish two new authorities with sweeping powers to regulate online content, investigate violations, and prosecute offenders. According to a working draft of the Prevention of Electronic Crimes (Amendment) Act, 2024, available with The News, the proposed changes include the introduction of new definitions, the creation of regulatory and investigative bodies, and stricter penalties for disseminating “false” information. New definitions The amendments introduce several definitions under which individuals can be prosecuted. “Aspersions,” for instance, is defined as “spreading false and harmful information that damages a person’s reputation.” A “complainant” is any person filing a complaint under the Act, including a victim or someone with “substantial reason” to believe an offense is occurring. While a “social media platform” refers to any website, app, or service that allows users to create public profiles and share content. Pakistan Digital Rights Protection Authority A significant proposal in the amendments is creation of the Pakistan Digital Rights Protection Authority (DRPA), headquartered in Islamabad, with additional offices in provincial capitals as needed. DRPA would take on some of the responsibilities previously held by the Pakistan Telecommunication Authority (PTA). While DRPA’s broad mandate includes: • Regulating social media content; •Investigating and prosecuting complaints; • Issuing guidelines to stakeholders; • Ordering content removal, blocking, or temporary suspension. The Authority will be led by a chairperson and six members appointed by the federal government for a three-year term. The federal government will also have the power to issue binding policy directions to DRPA. Additionally, the Act provides legal immunity to government officials and members of DRPA acting “in good faith” under its provisions. Content blocking DRPA will have the authority to direct social media platforms to block or remove content deemed objectionable. Platforms will now be required to register with DRPA, pay a fee, and comply with the conditions set by it. The draft outlines categories of content that may be blocked, including material that: • Violates the “glory of Islam” or the “ideology of Pakistan”; • Incites violence, terror, or public disorder; • Is designed to frighten the general public to prevent them from coming out and carrying on their lawful trade or daily business; • Promotes hatred on religious, sectarian, or ethnic grounds; • Contains obscene or pornographic material; • Defames; • Violates copyrights or intellectual property rights; • Disseminates false or fake information; • Contains “aspersions” against constitutional institutions, including the judiciary, armed forces, or parliament or the provincial assemblies; • Encourages terrorism or other forms of violence; • Amounts to intimidation or blackmail. Content related to remarks expunged from parliamentary proceedings and statements from proscribed organizations will also be prohibited. In cases of violations, DRPA can recommend the federal government to block entire social media platforms. New tribunals and penalties The draft also calls for the establishment of Digital Rights Protection Tribunals. Each tribunal will comprise a chairperson qualified to be a High Court judge, a journalist registered with a press club, and a software engineer. Tribunals must resolve cases within 90 days, with appeals to the Supreme Court allowed within 60 days. Stricter penalties have also been proposed. Individuals who intentionally disseminate “fake or false information” through an information system face up to five years in prison. If the offense involves women or children, the sentence increases to seven years. While aggrieved individuals may file complaints with DRPA, which must issue orders for content removal or blocking within 24 hours. National Cyber Crime Investigation Agency The amendments propose transferring investigative and prosecutorial powers related to online content to a newly established National Cyber Crime Investigation Agency (NCCIA). Government’s point of view The government officials who spoke to The News said the draft amendments were still under discussion with allied political parties and had not been finalized, but they argued the changes were necessary to address the “rise of online disinformation and misinformation.” One official said that the government wants social media platforms to establish offices in Pakistan and is already in talks with Meta. However, X, formerly known as Twitter, has refused to comply. It is worth noting that X has been officially blocked in Pakistan since February.
