One part of his endeavor was revealed last year, when Bloomberg News reported that his foundation had set aside roughly $100 million to create a technology-focused primary and secondary school in Austin, with eventual plans for a university. An additional $137 million in cash and stock was allotted last year, according to the most recent tax filing for the Musk Foundation. Ad Astra is closer to fruition. The state documents show Texas authorities issued an initial permit last month, clearing the way for the center to operate with as many as 21 pupils. Ad Astra’s website says it’s “currently open to all children ages 3 to 9.” The school’s account on X includes job postings for an assistant teacher for preschool and kindergarten and an assistant teacher for students ages 6 to 9. To run the school, Ad Astra is partnering with a company that has experience with billionaires: Xplor Education, which developed Hala Kahiki Montessori school in Lanai, Hawaii, the island 98% owned by Oracle Corp. founder Larry Ellison. Ad Astra sits on a highway outside Bastrop, a bedroom community about 30 miles from Austin and part of a region that’s home to several of Musk’s businesses. On a visit during a recent weekday morning, there was a single Toyota Prius in the parking lot and no one answered the door at the white building with a gray metal roof. The school’s main entrance was blocked by a gate, and there was no sign of any children on the grounds. But what information there is about Ad Astra makes it sound like a fairly typical, if high-end, Montessori preschool. The proposed schedule includes “thematic, STEM-based activities and projects” as well as outdoor play and nap time. A sample snack calendar features carrots and hummus. While Birchall’s and Balajadia’s names appear in the application, it isn’t clear that they’ll have substantive roles at the school once it’s operational. Musk, Birchall and Balajadia didn’t respond to emailed questions. A phone call and email to the school went unanswered. Access to high quality, affordable childcare is a huge issue for working parents across the country, and tends to be an especially vexing problem in rural areas like Bastrop. Many families live in “childcare deserts” where there is either not a facility or there isn’t an available slot. Opening Ad Astra gives Musk a chance to showcase his vision for education, and his support for the hands-on learning and problem solving that are a hallmark of his industrial companies. His public comments about learning frequently overlap with cultural concerns popular among conservatives and the Make America Great Again crowd, often focusing on what he sees as young minds being indoctrinated by teachers spewing left-wing propaganda. He has railed against diversity, equity and inclusion efforts, and in August posted that “a lot of schools are teaching white boys to hate themselves.” Musk’s educational interests dovetail with his new role as Trump’s “first buddy.” The billionaire has pitched a role for himself that he — and now the incoming Trump administration — call “DOGE,” or the Department of Government Efficiency. Though it’s not an actual department, DOGE now posts on X, the social media platform that Musk owns. “The Department of Education spent over $1 billion promoting DEI in America’s schools,” the account posted Dec. 12. Back in Texas, Bastrop is quickly becoming a key Musk point of interest. The Boring Co., his tunneling venture, is based in an unincorporated area there. Across the road, SpaceX produces Starlink satellites at a 500,000-square-foot (46,000-square-meter) facility. Nearby, X is constructing a building for trust and safety workers. Musk employees, as well as the general public, can grab snacks at the Boring Bodega, a convenience store housed within Musk’s Hyperloop Plaza, which also contains a bar, candy shop and hair salon. Ad Astra is just a five-minute drive away. It seems to have been designed with the children of Musk’s employees — if not Musk’s own offspring — in mind. Musk has fathered at least 12 children, six of them in the last five years. “Ad Astra’s mission is to foster curiosity, creativity, and critical thinking in the next generation of problem solvers and builders,” reads the school’s website. Ad Astra is located on 40 acres of land, according to the documents, which said a 4,000-square-foot house would be remodeled for the preschool. It isn’t uncommon for entrepreneurs to take an interest in education, according to Bill Gormley, a professor emeritus at the McCourt School of Public Policy at Georgetown University who studies early childhood education. Charles Butt, the chairman of the Texas-based H-E-B grocery chain, has made public education a focus of his philanthropy. WASHINGTON — The FBI should have done more to gather intelligence before the Capitol riot, according to a watchdog report Thursday that also said no undercover FBI employees were on the scene on Jan. 6, 2021, and that none of the bureau's informants was authorized to participate. The report from the Justice Department inspector general's office knocks down a fringe conspiracy theory advanced by some Republicans in Congress that the FBI played a role in instigating the events that day, when rioters determined to overturn Republican Donald Trump's 2020 election loss to Democrat Joe Biden stormed the building in a violent clash with police. The review, released nearly four years after a dark chapter in history that shook the bedrock of American democracy, was narrow in scope, but aimed to shed light on gnawing questions that have dominated public discourse, including whether major intelligence failures preceded the riot and whether the FBI in some way provoked the violence. The report offers a mixed assessment of the FBI's performance in the run-up to the riot, crediting the bureau for preparing for the possibility of violence and for trying to identify known "domestic terrorism subjects" who planned to come to Washington that day. But it said the FBI, in an action the now-deputy director described as a "basic step that was missed," failed to canvass informants across all 56 of its field offices for any relevant intelligence. That was a step, the report concluded, "that could have helped the FBI and its law enforcement partners with their preparations in advance of January 6." The report found 26 FBI informants were in Washington for election-related protests on Jan. 6, including three who were tasked with traveling to the city to report on others who were potentially planning to attend the day's events. While four informants entered the Capitol, none were authorized to do so by the bureau or to break the law, the report said. The lengthy review was launched days after the riot as the FBI faced questions over whether it had missed warning signs or adequately disseminated intelligence it received, including a Jan. 5, 2021, bulletin prepared by the FBI's Norfolk, Virginia, field office that warned of the potential for "war" at the Capitol. The inspector general found the information in that bulletin was broadly shared. FBI Director Chris Wray, who announced this week his plans to resign at the end of Biden's term in January, defended his agency's handing of the intelligence report. He told lawmakers in 2021 that the report was disseminated though the joint terrorism task force, discussed at a command post in Washington and posted on an internet portal available to other law enforcement agencies. "We did communicate that information in a timely fashion to the Capitol Police and (Metropolitan Police Department) in not one, not two, but three different ways," Wray said at the time. Separately, the report said the FBI's New Orleans field office was told by a source between November 2020 and early January 2021 that protesters were planning to station a "quick reaction force" in northern Virginia "to be armed and prepared to respond to violence that day in DC, if necessary." That information was shared with the FBI's Washington Field Office, members of intelligence agencies and some federal law enforcement agencies the day before the riot, the inspector general found. But there was no indication the FBI told northern Virginia police about the information, the report said. An FBI official told the inspector general there was "nothing actionable or immediately concerning about it." A cache of weapons at a Virginia hotel as part of a "quick reaction force" was a central piece of the Justice Department's seditious conspiracy case against Oath Keeper leader Stewart Rhodes and other members of the far-right extremist group. Matt Gaetz, R-Fla., who withdrew as Trump's pick as attorney general amid scrutiny over sex trafficking allegations, sent a letter to Wray in 2021 asking how many undercover agents or informants were at the Capitol on Jan. 6 and if they were "merely passive informants or active instigators." Wray said the "notion that somehow the violence at the Capitol on January 6 was part of some operation orchestrated by FBI sources and agents is ludicrous." Lutnick, the CEO of investment firm Cantor Fitzgerald, has also endorsed tariffs, calling them “bargaining chips” to negotiate better trade pacts that can slash levies. “I think tariffs make sense,” Lutnick told CNBC’s “Money Movers” in September. “We should compare what people tariff us and put the exact same tariffs on them and make it equal.” The president-elect recently rounded out his economic team with Kevin Hassett as director of the White House National Economic Council and international trade attorney Jamieson Greer as U.S. trade representative. The justices' decision, not expected for several months, could affect similar laws enacted by another 25 states and a range of other efforts to regulate the lives of transgender people, including which sports competitions they can join and which restrooms they can use. The case is being weighed by a conservative-dominated court after a presidential election in which Donald Trump and his allies promised to roll back protections for transgender people. The Biden administration's top Supreme Court lawyer warned a decision favorable to Tennessee also could be used to justify nationwide restrictions on transgender health care for minors. In arguments that lasted more than two hours, five of the six conservative justices voiced varying degrees of skepticism over arguments made by the administration and Chase Strangio, the ACLU lawyer for Tennessee families challenging the ban. Chief Justice John Roberts, who voted in the majority in a 2020 case in favor of transgender rights, questioned whether judges, rather than lawmakers, should weigh in on a question of regulating medical procedures, an area usually left to the states. "The Constitution leaves that question to the people's representatives, rather than to nine people, none of whom is a doctor," Roberts said in an exchange with Strangio. Justice Neil Gorsuch, who wrote the majority opinion in 2020, said nothing during the arguments. The court's three liberal justices seemed firmly on the side of the challengers, but it's not clear that any conservatives will go along. Justice Sonia Sotomayor pushed back against the assertion that the democratic process would be the best way to address objections to the law. She cited a history of laws discriminating against others, noting that transgender people make up less than 1% of the U.S. population, according to studies. There are an estimated 1.3 million adults and 300,000 adolescents ages 13 to 17 who identify as transgender, according the UCLA law school's Williams Institute. "Blacks were a much larger part of the population and it didn't protect them. It didn't protect women for whole centuries," Sotomayor said in an exchange with Tennessee Solicitor General Matt Rice. Justice Ketanji Brown Jackson said she saw some troubling parallels between arguments made by Tennessee and those advanced by Virginia and rejected by a unanimous court, in the 1967 Loving decision that legalized interracial marriage nationwide. Quoting from that decision, Jackson noted that Virginia argued then that "the scientific evidence is substantially in doubt and, consequently, the court should defer to the wisdom of the state legislature." Justice Samuel Alito repeatedly pressed Strangio, the first openly transgender lawyer to argue at the nation's highest court, about whether transgender people should be legally designated as a group that's susceptible to discrimination. Strangio answered that being transgender does fit that legal definition, though he acknowledged under Alito's questioning there are a small number of people who de-transition. "So it's not an immutable characteristic, is it?" Alito said. Strangio did not retreat from his view, though he said the court did not have to decide the issue to resolve the case in his clients' favor. There were dueling rallies outside the court in the hours before the arguments. Speeches and music filled the air on the sidewalk below the court's marble steps. Advocates of the ban bore signs like "Champion God's Design" and "Kids Health Matters," while the other side proclaimed "Fight like a Mother for Trans Rights" and "Freedom to be Ourselves." Four years ago, the court ruled in favor of Aimee Stephens, who was fired by a Michigan funeral home after she informed its owner she was a transgender woman. The court held that transgender people, as well as gay and lesbian people, are protected by a landmark federal civil rights law that prohibits sex discrimination in the workplace. The Biden administration and the families and health care providers who challenged the Tennessee law urged the justices to apply the same sort of analysis that the majority, made up of liberal and conservative justices, embraced in the case four years ago when it found that "sex plays an unmistakable role" in employers' decisions to punish transgender people for traits and behavior they otherwise tolerate. The issue in the Tennessee case is whether the law violates the equal protection clause of the 14th Amendment, which requires the government to treat similarly situated people the same. Tennessee's law bans puberty blockers and hormone treatments for transgender minors, but allows the same drugs to be used for other purposes. Solicitor General Elizabeth Prelogar, the administration's top Supreme Court lawyer, called the law sex-based line drawing to ban the use of drugs that have been safely prescribed for decades and said the state "decided to completely override the views of the patients, the parents, the doctors." She contrasted the Tennessee law with one enacted by West Virginia, which set conditions for the health care for transgender minors, but stopped short of an outright ban. Gender-affirming care for youth is supported by every major medical organization, including the American Medical Association, the American Academy of Pediatrics and the American Psychiatric Association.

Salman said unemployment is hovering around 50% — higher than the 30% unemployment across the rest of the West Bank, according to the Palestinian Finance Ministry. Latin Patriarch Pierbattista Pizzaballa, the top Roman Catholic cleric in the Holy Land, noted the shuttered shops and empty streets and expressed hope that next year would be better. “This has to be the last Christmas that is so sad,” he told hundreds of people gathered in Manger Square, where normally tens of thousands would congregate. Pizzaballa held a special pre-Christmas Mass in the Church of the Holy Family in Gaza City. Several Palestinian Christians told the Associated Press that they have been displaced in the church since the war began in October of last year with barely enough food and water. “We hope by next year at the same day we’d be able to celebrate Christmas at our homes and go to Bethlehem,” said Najla Tarazi, a displaced woman. “We hope to celebrate in Jerusalem ... and for the war to end. President Joe Biden is weighing preemptive pardons for his allies in Congress and current and former federal officials, senior Democrats familiar with the discussions told Politico’s Jonathan Martin. Receiving a preemptive pardon would indicate an admission of guilt, although some Democrats claim a preemptive pardon would only be intended to block President-elect Donald Trump from cleaning up Washington. A.The devastating toll Hurricane Helene inflicted on Georgia this fall will be felt for years in hard hit parts of the state. The storm caused an estimated $5.5 billion in damage to the state’s agriculture and forestry sectors, plus billions more in property losses — and claimed at least 33 lives. But death and destruction may not be all Helene left behind: New federal projections show the storm might have helped spread invasive species, too. An analysis released this week by the U.S. Geological Survey shows Hurricane Helene may have allowed as many as 222 nonnative and invasive species to infiltrate farther into parts of Florida, Georgia, the Carolinas and even deep into the Appalachian Mountains. Of those, 90 are considered invasive, meaning their potential introduction to new territory could threaten human health, the environment and the economy. Hurricane Milton, which slammed Florida as a Category 3 storm about two weeks after Helene, may have dispersed unwanted critters of its own. The USGS’ early projections show the storm could have spread roughly 114 species, including 56 invasives. Most of Milton’s spread likely occurred on the Florida Peninsula, but rain from the storm that stretched into southeast Georgia could have allowed unwanted plants and creatures to expand their range there, too. The agency did not analyze the effects of Hurricane Debby, which brought heavy flooding to Georgia and the Carolinas in August, though over a much smaller area. USGS started conducting these surveys after major storms following Hurricane Harvey, which triggered historic flooding in the Houston area in 2017. The researchers rely on a mix of stream and river gauge readings, topographical data and information on the known presence of species to make their projections. Hurricane Helene made landfall in late September in Florida’s Big Bend Region as a Category 4 hurricane with sustained winds of 140 miles per hour, ranking as one of the strongest storms on record to hit the U.S. Helene’s powerful winds mangled structures, crops and timber stocks across Georgia, but the inland flooding it unleashed — especially in the Carolinas and Tennessee — was to blame for the most severe damage. Those same floodwaters may have provided avenues for invasives to spread, particularly aquatic species, said Ian Pfingsten, a USGS botanist who contributed to the analyses for Helene and Milton. An estimated 100 species had the potential to spread in Georgia via flooding or swollen waterways caused by the storms, Pfingsten said. “We’re dealing with species that can not only float and disperse, like plants and mollusks, but also a lot of fish that will actively swim through the floodwaters,” he said. Among the most concerning species that may have capitalized on the temporary travel corridors in Georgia are the Asian swamp eel, the giant applesnail and the cane toad. Asian swamp eels , Monopterus albus, are native to India, Myanmar, China and other pockets of Asia but were introduced into ponds around the Chattahoochee Nature Center in Roswell in the mid-1990s , likely after being dumped from a home aquarium. The species has since proliferated in the Chattahoochee River Basin, particularly around Atlanta. Atlanta saw record rainfall and major flooding during Helene , especially along tributaries of the Chattahoochee, and USGS experts said the high water could have given the eels an opportunity to venture downstream. Asian swamp eels are known to harbor dangerous parasites that can harm humans and other animals. Giant applesnails , Pomacea maculata, might have also benefited from the storms. Native to the Amazon River basin and other parts of South America, the giant snails are already found in many Georgia waterways, including the Upper Chattahoochee River, the Lower Flint River and many more across South Georgia. The snails are typically tan-brown or yellow and black with striped patterns, but are best distinguished by the wide opening to their shell. Applesnails are a known agricultural pest and, like eels, carry dangerous nematodes capable of causing serious illness in humans. Then there’s the cane toad , Rhinella marina, an enormous, wart-covered amphibian native to South America. The toads, which can weigh as much as 3 pounds, are already established in Florida and pockets of the Gulf Coast. Cane toads pack glands containing a toxic secretion that can poison dogs, cats and even people who come into contact with it. Georgia wildlife officials say there have been sporadic cane toad sightings in the state before, but no breeding populations have been confirmed. USGS experts said there are no indications for now the hurricanes brought more of the pests to Georgia, but it could have been possible for tadpoles to hitch a ride in floodwaters. Georgia already has its share of destructive invasive species. Just weeks ago, state agriculture officials confirmed the spotted lanternfly, an invasive fly known for its stinky and destructive secretions, has been found in the state , but its arrival is likely unrelated to the hurricanes. Still, Georgia officials said they are keeping their eyes open — and have asked the public to do the same. A spokesperson for the Georgia Department of Agriculture said the agency has not seen an uptick in invasives after past storms but encouraged Georgians to remain vigilant if they see unusual plants, insects or animals. The public can report potential sightings, adding that it is “vital” that photos or specimens themselves are captured, if it’s safe to do so. News that President-elect Donald Trump’s team wants to hack away at the forbidding tangle of U.S. bank regulation is welcome in the abstract. In practice, though, much will depend on the details. The goal should be simplifying financial oversight more broadly — not just defanging a tough watchdog. No doubt, the current system is unwieldy. At the federal level — excluding an array of separate state regulators — three entities oversee banks, two supervise markets, one aims to protect consumers and another defends against financial crimes. Many large institutions must submit to all of them. Senior managers of an average bank today spend some 42% of their time on compliance-related tasks. Worse, such fragmentation at times allows risks to fall through the cracks. Much of this system was designed decades ago for a simpler world. One glaring example is the separation of the Securities and Exchange Commission and the Commodity Futures Trading Commission. One was established 90 years ago to protect investors in securities such as stocks and bonds; the other was created 50 years ago to oversee commodities markets and related futures and options contracts. Today, when many financial companies trade in both markets, the two supervisors often overlap and don’t always properly communicate. In 2011, after the chaotic bankruptcy of derivatives broker MF Global Holdings Ltd., a congressional postmortem detailed how the commissions failed to coordinate their approach to the company’s deteriorating finances and disagreed about where to safeguard its customers’ money. Such bifurcation is anomalous by global standards, and policymakers have been talking about combining the two for decades. In a familiar tale, however, politics has taken precedence over common sense: The House Committee on Agriculture has been loath to cede its oversight of the CFTC, which attracts hefty campaign donations from financial companies. (The SEC is under the House Financial Services Committee.) If Trump wants a relatively clear-cut reform, this would be a good place to start. Merging the two commissions would help streamline the rules, reduce compliance costs and ease cooperation with regulators overseas. It would be an ambitious change but not a radical one: Both a former CFTC commissioner and a current SEC commissioner have endorsed the idea. Reforming banking oversight would be less straightforward. It’s true that the U.S. has too many regulators — including the Federal Reserve, the Treasury Department’s Office of the Comptroller of the Currency and the Federal Deposit Insurance Corp. — in addition to state banking authorities. But this morass defies easy fixes; simply folding the FDIC into the Treasury Department, as the Trump team is considering, will likely create more problems than it solves. A better approach would be to create a single prudential authority charged with protecting the financial system. The new body could be overseen by a board that includes representatives from the Fed, the Treasury and the FDIC, while doing away with the OCC entirely. Ideally it would also oversee nonbank companies, such as asset managers, that play a significant role in the system.

Famed conservationist and primatologist Jane Goodall, who turned 90 this year, is getting the biopic treatment at Appian Way and Disney. Speaking with , Goodall says she’s already given notes on an early draft of a script and will produce the film alongside Jennifer Davisson and Michael Hampton. No word as yet regarding who will play Goodall in the project The project is being penned by New Zealand author and screenwriter Eleanor Catton who won the Booker Prize for “The Luminaries” in 2013. Catton also penned the 2020 film adaptation of Jane Austen’s “Emma” starring Anya Taylor-Joy, Bill Nighy and Josh O’Connor. Goodall previously worked with Disney through their Disneynature label. A deal was then done between Disney, Appian and Goodall for her life rights. Going forward this season, Williams is expected to eclipse C.J. Stroud's record-breaking 2023 rookie campaign with the Houston Texans. However, Stroud's success is an anomaly. Drafting a successful quarterback, especially one who is effective right away, is difficult. When teams have a high first-round draft pick, and they're coming off an unsuccessful few seasons, it's assumed that they will use their first pick on a quarterback . That player will assume the title of "the face of the franchise" and will get the central attention, win or lose. To see which quarterbacks have faced that challenge and triumphed, ATS.io compiled a ranking of the 10 best rookie quarterbacks since 1960 using data from StatHead . Rookies were defined as players who are in their first season of professional football and have not been on the roster of another professional team. Quarterbacks were ranked according to adjusted net yards per pass attempt, which quantifies efficient passing skill. Ties were broken using passer rating. Only rookie quarterbacks with at least 10 games played and 200 total passing attempts were considered. Since 1967, 130 quarterbacks have been drafted in the first round. Of those drafted, only 61 have won a playoff game as a starter, according to The Athletic, which used data from NFL Research . The biggest reason this success rate is not guaranteed is because there are differences between college and pro offensive systems. In the collegiate game, the ball is snapped at different points on the field, passing windows are wider, and defenders and linemen are not as quick, making the adjustment to the pro level more difficult. NFL scouts and general managers are gambling on what skills can be transferable and how long those adjustments might take, which is why some teams prefer redshirt quarterbacks to ease the transition. However, just because a team may not want to use their first-round pick on a quarterback, doesn't mean they can't find a diamond in the rough later in the draft. Think about Tom Brady, Russell Wilson, and Dak Prescott, all of which were not first-round picks, but have gone on to make a name for themselves in the NFL. #10. Gardner Minshew (2019) - Adjusted net yards per pass attempt: 6.44 - Passer rating: 91.2 - Season stats: 3,271 yards, 21 touchdowns, 6 interceptions Coming out of college, Gardner Minshew was not a highly sought-after quarterback for NFL teams. He was drafted in the sixth round of the 2019 draft—a draft that was headlined by Kyler Murray, Dwayne Haskins, and Daniel Jones. Nonetheless, Minshew's rookie season with the Jacksonville Jaguars was filled with many accomplishments. He won Rookie of the Week seven times despite not winning NFL Offensive Rookie of the Year. Minshew also had the highest passer rating of any rookie quarterback that started in 2019. #9. Baker Mayfield (2018) - Adjusted net yards per pass attempt: 6.77 - Passer rating: 93.7 - Season stats: 3,725 yards, 27 touchdowns, 14 interceptions Pressure was high for Baker Mayfield as the first overall pick in the 2018 draft. When he joined the Cleveland Browns, there was an expectation that once the team figured out the quarterback position, it could be playoff-ready. After trading for Jarvis Landry, a young wide receiver from the Miami Dolphins, in the offseason, the Browns were on their way. Mayfield's rookie season was filled with many firsts, and the Landry-Mayfield connection filled the stat sheet. Mayfield set the record for most passing touchdowns by a rookie quarterback in 2019 with 27 surpassing prior marks from Payton Manning and Russell Wilson. #8. Justin Herbert (2020) - Adjusted net yards per pass attempt: 6.84 - Passer rating: 98.3 - Season stats: 4,336 yards, 31 touchdowns, 10 interceptions Justin Herbert was the third quarterback selected in the 2020 NFL draft behind Joe Burrow and Tua Tagovailoa. As the No. 6 overall pick, expectations were high, but there was also an assumption that it would be a few years before Herbert's development would take shape. Then, Chargers starting quarterback Tyrod Taylor was accidentally punctured in the lung by a team doctor administering a painkiller before the second game of the season, and it wasn't clear what Taylor's status would be moving forward. When Herbert was given the nod to start minutes before the game, fans didn't know what to expect. Herbert shocked viewers when he threw for over 300 yards and only one interception in that game. He continued his strong rookie showing throughout the season and went on to win NFL Offensive Rookie of the Year. #7. Ben Roethlisberger (2004) - Adjusted net yards per pass attempt: 6.93 - Passer rating: 98.1 - Season stats: 2,621 yards, 17 touchdowns, 11 interceptions Ben Roethlisberger was the third quarterback selected in his draft class behind the likes of Eli Manning and Philip Rivers—though fans wouldn't have been able to tell. From the moment Roethlisberger was called up by the Pittsburgh Steelers to play in his first game—Week 2 against the Baltimore Ravens—it was clear he had a special arm, gaining the nickname "Golden Arm." While the next several games were bumpy for Steelers fans, it was clear that Roethlisberger was the future of the franchise. The Steelers had a solid running game and its receiving core, led by Hines Ward, was one of the best in the league . Once Roethlisberger gained his footing a few games in, he was unstoppable. He led Pittsburgh to its best record ever: 15-1. He also started the season on an eight-game winning streak, becoming the first rookie to do so. Additionally, Roethlisberger became the first quarterback to win AP Offensive Rookie of the Year. #6. Matt Ryan (2008) - Adjusted net yards per pass attempt: 7.01 - Passer rating: 87.7 - Season stats: 3,440 yards, 16 touchdowns, 11 interceptions As the No. 3 overall pick in the 2008 NFL draft, there were high expectations on Matt Ryan's shoulders heading to the Atlanta Falcons. The Falcons were coming off back-to-back losing seasons and off-the-field legal troubles with its starting quarterback Michael Vick overshadowing the team's play. Ryan was expected to pick up the pieces. He did that immediately, leading the Falcons to an 11-5 record in his rookie season and becoming the clear favorite for NFL Offensive Rookie of the Year halfway through the season, which he went on to win. The tag team of Ryan and running back Michael Turner was one of the best offensive forces in the sport that season. #5. Russell Wilson (2012) - Adjusted net yards per pass attempt: 7.01 - Passer rating: 100 - Season stats: 3,118 yards, 26 touchdowns, 10 interceptions Russell Wilson was drafted in the third round of the 2012 NFL Draft by the Seattle Seahawks. Considering Robert Griffin III and Andrew Luck headlined the NFL Draft that year, it was not believed that Wilson would be a starter come Week 1, but that quickly changed. Going into the 2012 NFL Draft, Tarvaris Jackson was the Seattle Seahawks' starting quarterback, and the team signed NFL veteran quarterback Matt Flynn as an insurance policy on the injury-prone Jackson . It was assumed in the short term that either Jackson or Flynn would lead the franchise. Once training camp arrived, however, the Seahawks' quarterback position was uncertain. Jackson was traded to the Buffalo Bills, and Flynn was underwhelming at camp, forcing Head Coach Pete Carroll to take a gamble on his rookie quarterback, Wilson, in Week 1. Carroll, nor Wilson, ever looked back. Wilson was one of the best passing quarterbacks that season. He led the Seahawks to an 11-5 record and went on to win NFL Rookie of the Year. #4. Dan Marino (1983) - Adjusted net yards per pass attempt: 7.39 - Passer rating: 96 - Season stats: 2,210 yards, 20 touchdowns, 6 interceptions When Dan Marino was drafted by the Miami Dolphins in 1983, the NFL looked very different. Running the ball was the name of the game. The quarterback would either run the football himself at the line of scrimmage or hand it off to the running back, and the offensive linemen would claw and push the pile forward as the runner powered his legs. It was not a pretty sight. However, Marino took a different approach, throwing the ball with a unique quick release for that era. He led the Dolphins to a 9-1 record after replacing David Woodley midway through his rookie season, ending with a 12-4 record. He went on to win Rookie of the Year and was the first rookie to start a Pro Bowl. #3. C.J. Stroud was drafted No. 2 by the Houston Texans last year, there were a lot of questions, not about his ability, but about the organization that he would be playing for. The Texans were coming off of a 3-13-1 season in 2022, finishing with the worst record in the league, and a lot of volatility in its front office. The team fired its head coach and a top executive before the draft. Weeks later, the team hired former Texans linebacker DeMeco Ryans as its next head coach. While Ryans is a defensive-minded coach, Stroud was seen as a key ingredient to the team's success since Ryans hired his coaching staff around the quarterback. Stroud led the NFL in yards and TD-to-interception ratio during his rookie season, which is an efficiency statistic considering he didn't get his first interception until his sixth regular-season game against the New Orleans Saints. While Stroud was a part of the league MVP conversation for most of the season, he didn't ultimately win the title. However, he was named 2023 NFL Offensive Rookie of the Year, and his rookie season is seen as one of the best in NFL history. #2. Robert Griffin III (2012) - Adjusted net yards per pass attempt: 7.47 - Passer rating: 102.4 - Season stats: 3,200 yards, 20 touchdowns, 5 interceptions Leading into the 2012 draft, it wasn't a matter of whether Washington would pick a quarterback, it was a matter of who. After several seasons of mediocre quarterback play and losing seasons from the likes of Jason Campbell, Donovan McNabb, and Rex Grossman, it was time for a new face to lead the offense. Sculpture by the Sea has today announced its popular annual Cottesloe art exhibition will be cancelled in 2025, due to a lack of vital support from the federal government. In a post on their website, the company expressed their dismay at the lack of funding from the federal arts agency Creative Australia. “Following the end of the Catalyst Fund and the RISE Fund in 2023, Sculpture by the Sea Cottesloe has received no federal government arts funding to stage the large-scale exhibition that transforms Cottesloe beach for 230,000 visitors over 18 days in March each year,” the post reads. “One of Perth’s largest, longest running and most beloved public events, it was founded on the idea of providing a major free exhibition to transform Cottesloe beach into a temporary world-class sculpture park for everyone to enjoy. “However, organisers see no other choice but to cancel the 2025 edition due to the significant costs of mounting a free exhibition of this scale.” Many WA artists have signed a letter to the federal arts minister or written their own, asking for funding to resume. Thai institutional investors see the domestic and global economies on a promising recovery path next year, on the back of anticipated interest rate cuts, as they express growing interest in sustainable investment, a recent survey by the Association of Investment Management (AIMC) has found. AIMC chairwoman Chavinda Hanratanakool said fund managers have a positive view of the Thai economy in 2025, supported by their expectations that GDP will tend to grow continuously, and that the domestic policy interest rate may be adjusted down to 1.75% by the end of the year to stimulate the economy. However, fund managers have concerns about political instability, which may be a factor affecting confidence, she added. With regard to equity investments, they will focus on medium to large cap stocks that have environmental, social and governance (ESG) policies, which are expected to generate better returns than general stocks. Prominent industries include commerce, tourism-recreation, technology, and finance. In terms of domestic bond investment, the focus is on medium and long-term government bonds and private debt instruments. In terms of the global economic outlook, institutional investors believe that the global economy will recover gradually, with positive factors including GDP growth in major economies and a downward trend of interest rates. The US policy interest rate is expected to be adjusted down to 3.5-3.75% by the end of 2025. When it comes to the global investment portfolio, they would focus on large and medium-sized stocks in developed markets such as the US, Europe (the UK, Germany) and India. Prominent industries include technology, finance, communications, luxury goods and utilities. In terms of global debt instruments, institutional investors believe they should invest in medium-term debt instruments in developed markets such as the US and Europe. With regard to alternative assets, investment should focus on REITs and infrastructure funds, which still yield satisfactory returns. "The survey revealed that asset management firms are focusing on ESG investment, with plans to launch new funds such as an ESG mixed fund, which caters to investors seeking tax benefits, and an ESG Foreign Investment Fund or Feeder Fund, which invests abroad to expand opportunities in sustainability," said Mrs Chavinda. Teaching courses have surged in popularity among students awaiting a university offer but society, culture and health remain Victoria’s most popular study choices. A record 47,500 year 12 graduates will receive first-round offers by Victorian universities, TAFE institutes and independent tertiary colleges on Monday – nearly 4600 more than last year, with further offers to follow in January and February. NEW ORLEANS (AP) — A scruffy little fugitive is on the lam again in New Orleans, gaining fame as he outwits a tenacious band of citizens armed with night-vision binoculars, nets and a tranquilizer rifle. Scrim, a 17-pound mutt that's mostly terrier, has become a folk hero, inspiring tattoos, T-shirts and even a ballad as he eludes capture from the posse of volunteers. And like any antihero, Scrim has a backstory: Rescued from semi-feral life at a trailer park and adopted from a shelter, the dog broke loose in April and scurried around the city until he was cornered in October and brought to a new home. Weeks later, he'd had enough. Scrim leaped out of a second-story window, a desperate act recorded in a now-viral video. Since then, despite a stream of daily sightings, he's roamed free. The dog’s fans include Myra and Steve Foster, who wrote “Ode to Scrim” to the tune of Ricky Nelson’s 1961 hit, “I’m a Travelin’ Man.” Leading the recapture effort is Michelle Cheramie, a 55-year-old former information technology professional. She lost everything — home, car, possessions — in Hurricane Katrina in 2005, and in the aftermath, found her calling rescuing pets. “I was like, ‘This is what I should be doing,’” Cheramie said. “I was born to rescue.” She launched Zeus’ Rescues, a nonprofit shelter that now averages 600 cat and dog adoptions a year and offers free pet food to anyone who needs it. She helped Scrim find the home he first escaped from. It was Cheramie's window Scrim leaped from in November. She's resumed her relentless mission since then, posting flyers on telephone poles and logging social media updates on his reported whereabouts. She's invested thousands of dollars on wildlife cameras, thermal sensors and other gear. She took a course offered by the San Diego Zoo on the finer points of tranquilizing animals. And she's developed a network of volunteers — the kind of neighbors who are willing to grid-search a city at 3 a.m. People like writer David W. Brown, who manages a crowd-sourced Google Map of all known Scrim sightings. He says the search has galvanized residents from all walks of life to come together. As they search for Scrim, they hand out supplies to people in need. “Being a member of the community is seeing problems and doing what you can to make life a little better for the people around here and the animals around you,” Brown said. And neighbors like Tammy Murray, who had to close her furniture store and lost her father to Parkinson's disease. This search, she says, got her mojo back. “Literally, for months, I’ve done nothing but hunt this dog,” said Murray, 53. “I feel like Wile E. Coyote on a daily basis with him.” Murray drives the Zeus' Rescues' van towards reported Scrim sightings. She also handles a tactical net launcher, which looks like an oversized flashlight and once misfired, shattering the van's window as Scrim sped away. The search party spotted Scrim napping beneath an elevated house, and wrapped construction netting around the perimeter, but an over-eager volunteer broke ranks and dashed forward, leaving an opening Scrim slipped through. Scrim's repeated escapades have prompted near-daily local media coverage and a devoted online following. Cheramie can relate. “We’re all running from something or to something. He's doing that too,” she said. Cheramie's team dreams of placing the pooch in a safe and loving environment. But a social media chorus growing under the hashtag #FreeScrim has other ideas — they say the runaway should be allowed a life of self-determination. The animal rescue volunteers consider that misguided. “The streets of New Orleans are not the place for a dog to be free,” Cheramie said. “It’s too dangerous.” Scrim was a mess when Cheramie briefly recaptured him in October, with matted fur, missing teeth and a tattered ear. His trembling body was scraped and bruised, and punctured by multiple projectiles. A vet removed one, but decided against operating to take out a possible bullet. The dog initially appeared content indoors, sitting in Cheramie's lap or napping beside her bed. NEW ORLEANS (AP) — A scruffy little fugitive is on the lam again in New Orleans, gaining fame as he outwits a tenacious band of citizens armed with night-vision binoculars, nets and a tranquilizer rifle. Scrim, a 17-pound mutt that's mostly terrier, has become a folk hero, inspiring tattoos, T-shirts and even a ballad as he eludes capture from the posse of volunteers. And like any antihero, Scrim has a backstory: Rescued from semi-feral life at a trailer park and adopted from a shelter, the dog broke loose in April and scurried around the city until he was cornered in October and brought to a new home. Weeks later, he'd had enough. Scrim leaped out of a second-story window, a desperate act recorded in a now-viral video. Since then, despite a stream of daily sightings, he's roamed free. But a social media chorus growing under the hashtag #FreeScrim has other ideas — they say the runaway should be allowed a life of self-determination. The U.S. Food Drug Administration (FDA) has granted accelerated approval of a new drug for treating bilary tract cancer that was developed by Vancouver’ Zymeworks Inc. Despite Mary Lou McDonald’s confidence around shaping a coalition without Fine Gael and Fianna Fail – the two parties that have dominated the landscape of Irish politics for a century – the pathway to government for Sinn Fein still appears challenging. With counting following Friday’s election still in the relatively early stages – after an exit poll that showed the main three parties effectively neck-and-neck – there is some way to go before the final picture emerges and the options for government formation crystalise. Taoiseach and Fine Gael leader, Simon Harris, has dismissed talk of a Sinn Fein surge and said he was “cautiously optimistic” about where his party will stand after all the votes are counted. Meanwhile, Ireland’s deputy premier and Fianna Fail leader, Micheal Martin, insisted his party has a “very clear route back to government” as he predicted seat gains. The counting process could last days because of Ireland’s complex system of proportional representation with a single transferable vote (PR-STV), where candidates are ranked by preference. The early indications have turned the focus to the tricky arithmetic of government formation, as the country’s several smaller parties and many independents potentially jockey for a place in government. Ms McDonald told reporters at the RDS count centre in Dublin that she would be “very, very actively pursuing” the potential to form a government with other parties on the left of the political spectrum. I think it has a messaging problem. I just returned from two trips to visit family in Dallas and Austin, and was expecting some sort of Texas Republican cowboy nirvana. What I found was the opposite of nirvana. From what I saw, Dallas was a hotbed of the “haves” and “have nots.” I saw evidence of high crime and a high cost of living. I think Austin is a “hot mess.” Its infrastructure — airport, roads and parking — is undersized (some of it is in terrible condition). Meanwhile, it appears to have unchecked construction. It’s no wonder some people call it the “city of cranes.” They are everywhere, lifting steel into the new highrises. Both Dallas and Austin appear to have drug-addled people on the street. I think the numbers rival San Francisco. Oh, and it was 85 degrees and humid in mid-November. As I arrived home and thought about Gov. Gavin Newsom’s statements about preparing for another Donald Trump presidency, I fully understand that he wasn’t speaking to issues of interest to the majority of American voters. But I know that Trump’s “communication machine” convinced enough people to deal the country a terrible hand with his election, so we better get more focused on our message. The most striking sentence for me was in regard to Janna Barkin, identified as “a Marin advocate for parents and families of transgender youths.” According to the article, “Barkin said she recently spoke at a gender identity training conducted by the Novato Unified School District to instruct teachers in how to be allies.” I do not agree with that path. When asked during exit polling following the Nov. 5 election, Blueprint, a public opinion research group, found that “transgender issues” was a top-three reason driving voters away from Vice President Kamala Harris. In the U.S., more states are shutting down transgender procedures for minors and Biden administration transgender “health-care protections” are facing many legal challenges. Germany has pledged to tighten its law to make it easier to prosecute people-smugglers enabling small-boat crossings to Britain, as the two countries signed a new deal aimed at tackling immigration crime. Berlin confirmed plans to reform its legal framework make it a clear criminal offence to “facilitate the smuggling of migrants to the UK” as part of the agreement, the Home Office said. The Home Office said the move would give German prosecutors more tools to tackle the supply and storage of dangerous small boats. Both countries will also commit to exchange information that may help to remove migrant-smuggling content from social media platforms and tackle end-to-end routes of criminal smuggling networks as part of the deal. It comes ahead of the UK and Germany hosting the so-called Calais Group in London, which sees ministers and police from the two countries, alongside France, Belgium and the Netherlands, gather to discuss migration in Europe. By REBECCA SANTANA, Associated Press WASHINGTON (AP) — The picture of who will be in charge of executing President-elect Donald Trump’s hard-line immigration and border policies has come into sharper focus after he announced his picks to head Customs and Border Protection and also the agency tasked with deporting immigrants in the country illegally. Trump said late Thursday he was tapping Rodney Scott, a former Border Patrol chief who’s been a vocal supporter of tougher enforcement measures, for CBP commissioner. As acting director of Immigration and Customs Enforcement, Trump said he’d nominate Caleb Vitello, a career ICE official with more than 23 years in the agency who most recently has been the assistant director for firearms and tactical programs. They will work with an immigration leadership team that includes South Dakota Gov. Kristi Noem as head of the Department of Homeland Security ; former acting Immigration and Customs Enforcement head Tom Homan as border czar ; and immigration hard-liner Stephen Miller as deputy chief of staff. Customs and Border Protection, with its roughly 60,000 employees, falls under the Department of Homeland Security. It includes the Border Patrol, which Scott led during Trump’s first term, and is essentially responsible for protecting the country’s borders while facilitating trade and travel. Scott comes to the job firmly from the Border Patrol side of the house. He became an agent in 1992 and spent much of his career in San Diego. When he joined the agency, San Diego was by far the busiest corridor for illegal crossings. Traffic plummeted after the government dramatically increased enforcement there, but critics note the effort pushed people to remote parts of California and Arizona. San Diego was also where wall construction began in the 1990s, which shaped Scott’s belief that barriers work. He was named San Diego sector chief in 2017. When he was appointed head of the border agency in January 2020, he enthusiastically embraced Trump’s policies. “He’s well known. He does know these issues and obviously is trusted by the administration,” said Gil Kerlikowske, the CBP commissioner under the Obama administration. Kerlikowske took issue with some of Scott’s past actions, including his refusal to fall in line with a Biden administration directive to stop using terms like “illegal alien” in favor of descriptions like “migrant,” and his decision as San Diego sector chief to fire tear gas into Mexico to disperse protesters. “You don’t launch projectiles into a foreign country,” Kerlikowske said. At the time Scott defended the agents’ decisions , saying they were being assaulted by “a hail of rocks.” While much of the focus of Trump’s administration may be on illegal immigration and security along the U.S.-Mexico border, Kerlikowske also stressed the importance of other parts of Customs and Border Protection’s mission. The agency is responsible for securing trade and international travel at airports, ports and land crossings around the country. Whoever runs the agency has to make sure that billions of dollars worth of trade and millions of passengers move swiftly and safely into and out of the country. And if Trump makes good on promises to ratchet up tariffs on Mexico, China and Canada, CBP will play an integral role in enforcing them. “There’s a huge amount of other responsibility on trade, on tourism, on cyber that take a significant amount of time and have a huge impact on the economy if it’s not done right,” Kerlikowske said. LOS ANGELES — The Autry Museum of the American West is often tinted in washed out hues of gold, brown, and sage, painting a romantic image of the Wild West. Out of Site: Survey Science and the Hidden West , however, trades these colors for silver and black, conjuring a dark atmosphere that illustrates the sinister undertones of the art. This exhibition, part of Getty PST: Art + Science Collide , focuses on the scientific tools that have been used to map the West’s resource-rich landscape, and grapples with how those technologies have been turned into forces of destruction. The terrain that became actor Gene Autry’s jubilant Hollywood playground bears the scars of genocide, extraction, and ecological damage from military testing. The exhibition immediately puts visitors in an uncomfortable position by projecting their image, captured via an infrared camera mounted to a perforated metal sculpture of a drone, right onto the entrance wall. This establishes the show’s through line, a linkage of the words “survey” and “surveillance,” which share the same French root word, “sur,” meaning over. Yet Out of Site is more concerned with what’s under — natural gas in the ground, uranium hidden in mountains, and the people below those faceless military drones buzzing through the skies. Thomas Moran’s gold-framed “Hot Springs of the Yellowstone” (1872) is a warm field study of the landscape’s geothermal pools. In the painting’s background, a rainbow emerges from a cloudy sky, heralding the promise and potential of the newfound territory. But the natural gas that made these pools so beautiful to paint is also why the land was forcibly wrested from Indigenous people, then plundered to generate energy in an industrializing country. As a sharp contrast to Moran’s painting, Julie Shafer’s silver gelatin pinhole negative, “Conquest of the Vertical: 300 Miles to Eureka! (no. 3)” (2013), is a black and white image of a mining site. The color inversion of the negative transforms the objects into ghostly forms, making the small pool of water appear eerie and unsettling. Shafer’s decision to use a developing process that incorporates silver salts is notable, as they were among the elements extracted from the West. In addition to mining, the US government’s misconception that the West was empty of human life made it a military testing ground. Perhaps the most famous example of this is nuclear testing, which was most active between the 1950s and ’60s. Most nuclear weapon studies in the Southwest took place after the bombing of Hiroshima and Nagasaki. The military did not know the full health impacts of these weapons, yet still dropped them on Native lands for decades. Significant documentation of the bombs dropped in Nevada and New Mexico exists, and Yulia Pinkusevich rendered these explosions in otherworldly charcoal drawings in her Nuclear Sun series (2010). Nine drawings depict the mushroom clouds from an unusual, fisheye perspective, making them appear like tumors caught in an ultrasound. Pinkusevich’s drawings refer to images captured by Harold E. Edgerton’s “Mirror Sphere” (1954), a silvery ball that made it easier to photograph the explosions from a 180 degree view; it is on display next to the drawings. The military also used the West as a place to test surveillance technology. In “Calibration Mark AF49 with Satellites” (2015), from Julie Anand and Damon Sauer’s Ground Truth photography series, four trapezoidal concrete tiles form a sort of starburst pattern. They look like land art, but are in fact calibration markers for surveillance satellites that were active in the Cold War. The artists added crisscrossing white lines to the sky, which trace the routes of the satellites. In modern times, it is drones that fly overhead, mostly tracking people crossing borders so that law enforcement can apprehend them. Out of Site is a surprisingly bleak exhibition for an art institution that usually dwells on associations between the West and popular entertainment, but it’s important that the Autry Museum confronts the darker histories lurking beneath the buttes, arches, and canyons of the stolen frontier. That is according to feedback from communications minister Solly Malatsi in a briefing to the parliamentary communications portfolio committee on Tuesday, 19 November 2024. The public broadcaster has failed to report a profit in over a decade as it has struggled to adapt to the proliferation of on-demand video streaming services. In the past five years, the SABC's advertising revenues declined by billions of rand due to lower viewership, and its TV licence payment compliance rate dropped to just 14% from more than 30%. The SABC has repeatedly and formally complained that its public service mandate comes at too great a cost compared to the funding the government is providing through advertising slots. The public service content primarily includes TV and radio news programming in all of the country's official languages, some of which are not as commercially attractive to advertisers and have high production costs. The DCDT was expected to address the SABC's funding shortfalls through the SABC Bill, which would replace the Broadcasting Act of 1999. Recently, optical skyrmions —light-based counterparts of these quasiparticles—have emerged as a promising avenue for developing advanced optical systems with unique topological properties. Existing methods for generating optical skyrmions typically require bulky and complex spatial light modulation setups, limiting their scalability and practical deployment. While approaches using evanescent or magnetic fields have been proposed, these methods are constrained to optical near fields , making detection challenging and long-distance free-space propagation nearly impossible. Achieving subwavelength optical skyrmions without relying on cumbersome systems has been a persistent challenge so far. Metafibers for Stokes skyrmions To address this challenge, we developed a flexible metafiber device capable of generating optical skyrmions with customizable topological textures and unprecedented subwavelength polarization features (Fig. 1). Inspired by lab-on-fiber technology, this metafiber platform incorporates metastructures directly onto fiber tips, enabling the creation of structured light fields with precisely tunable topological characteristics. Our study is published in the journal Nature Communications . As illustrated in Fig. 2, the metafiber design comprises a polarization-maintaining single-mode fiber (PSF), an expansion section, and a metasurface at the fiber tip. By combining orthogonally polarized Bessel beams (zeroth- and first-order) with orbital angular momentum (OAM), the device produces Stokes skyrmions. Adjustments to the metasurface design allow for the creation of various skyrmion types, including Néel-, Bloch-, and anti-skyrmions. This work can provide a new avenue in optical skyrmion research synergizing meta-photonics and optical fiber technology, offering a versatile and ultracompact device for creating structured light. With its ability to produce high-quality skyrmions with diverse topologies, the metafiber platform opens up exciting possibilities for optical communications, data storage , and beyond. Summary and outlook Optical skyrmions are topological light structures with extraordinary characteristics. We introduce metafibers as compact, integrated devices for generating photonic skyrmions with designer topologies and subwavelength polarization control. These advancements offer a practical path to realize structured light for advanced optical technologies. Future work may explore additional functionalities, such as spin skyrmions and reconfigurable metasurfaces powered by phase-change or 2D materials , further broadening the scope of topologically engineered light fields. The application of meta-structured fibers highlights the transformative potential of exploring structured light, electromagnetic spin, and sophisticated light field topology, paving the way for further practical applications of optical skyrmions and other applications in optical physics, and nanophotonics.
